NAVY UNIT COMMENDATION

"For exceptionally meritorious service from 23 May 1972 to 31 December 1972 in support of U.S. military operations in Southeast Asia. Commencing an unprecedented air-base construction and operational schedule in the face of torrential rains, sweltering heat and countless other obstacles, Task Force Delta succeeded in meeting seemingly impossible operational deadlines. The first combat aircraft arrived within three weeks of the beginning of construction, and continuous air operations commenced the next day. Around the clock operations included air-to-ground close air support, fighter harrier combat air patrols and night systems bombing. Almost immediately, daily sortie rates were equaling those expected of an air group operating from a sophisticated, permanent base. Through their superlative performance, the personnel of Task Force Delta contributed significantly toward supporting the South Vietnamese counteroffensive as well as the U.S. air offensive of 1972. Their courage, professionalism and inspiring devotion to duty were in keeping with the highest traditions of the Marine Corps and the United States Naval Service.

ARMED FORCES EXPEDITIONARY MEDAL (THAILAND)

The AFEM, authorized by E.O. 10977, may be awarded to members of the Armed Forces of the United States participated, as members of U.S. military units in a U.S. military operation in which Service members of any Military Department participate, in the opinion of the Joint Chiefs of Staff, in significant numbers.

C6.5.1.1.2. Encounter during such participation foreign armed opposition, or are otherwise placed, or have been placed, in such position that, in the opinion of the Joint Chiefs of Staff, hostile action by foreign armed forces was imminent even though it did not materialize.

C6.5.1.3.1. The "area of operations" is defined as follows:
C6.5.1.3.1.1. The foreign territory on which troops have actually landed or are present and specifically deployed for the direct support of the designated military operation.

C6.5.1.3.2. "Direct support" is defined as services being supplied to the combat forces in the area of operations by ground units, ships, and aircraft provided it involves actually entering the designated area. That includes ships and aircraft providing fire, patrol, guard, reconnaissance, or other military support.

C6.5.1.4. Degree of Participation. Service members must be bona fide members of a unit engaged in the operation or meet one or more of the following criteria:

C6.5.1.4.1. Be engaged in direct support for 30 consecutive days in the area of operations (or for the full period when an operation is less than 30 days duration) or for 60 nonconsecutive days provided this support involves entering the area of operations.

C6.5.1.4.2. Be engaged in actual combat, or duty that is equally as hazardous as combat duty, during the operation with armed opposition, regardless of time in the area.

C6.5.1.4.3. Participate as a regularly assigned crew member of an aircraft flying into, out of, within, or over the area in support of the military operations.

VIETNAM SERVICE MEDAL

C6.6.1.1.1. Authorized by E.O.11231 (reference (w)).

C6.6.1.1.3. Awarded to all members of the Armed Forces of the United States serving at any time between July 4, 1965 and March 28, 1973, in Thailand, Laos, or Cambodia, or the airspaces, thereover, and in direct support of operations in Vietnam.

C6.6.1.2.1. Personnel Eligible. To be eligible a Service member must be as follows:

C6.6.1.2.1.1. Attached to or regularly serving for one, or more, days with an organization participating in or directly supporting ground (military) operations.


VIETNAM CAMPAIGN MEDAL

Established by the Republic of Vietnam Armed Forces Order No. 48, 24 March 1966, the medal is awarded to military personnel, both South Vietnamese for twelve months wartime service in the field, and allied foreign military who have directly participated for six months in "a large-scale military campaign during certain periods of time". Awarded in a single class, the medal was awarded under the authority of the Chief of the Joint General Staff, Republic of Vietnam Armed Forces.

C7.5.1.6. Republic of Vietnam Campaign Medal. Awarded to members of the Armed Forces of the United States who between March 1, 1961 and March 28, 1973:

C7.5.1.6.1. Served for 6 months in South Vietnam during the period indicated in Chapter 6, section C6.5 [U.S. Non-military Decorations].

C7.5.1.6.2. Served outside the geographical limits of South Vietnam and contributed direct combat support to the RVN Armed Forces for an aggregate of six months. Only members of the Armed Forces of the United States who meet the criteria established for the AFEM (Vietnam) or the Vietnam Service Medal during the period of service required are considered to have contributed direct combat support to the RVN Armed Forces.


        REPUBLIC OF VIETNAM CROSS OF GALLANTRY (w/PALM)

The VN Gallantry Cross was established by the Vietnam Government by Decree No. 74-b/Qt, dated 15 August 1950 and Decree No. 96/DQT/HC, dated 2 May 1952.
Reauthorized by the Government of (South) Vietnam (Republic of Vietnam) in May, 1974 to all foreign military personnel and units for valorous achievement/participation during the Vietnam conflict, March 1, 1961 through March 28, 1973, and re-instituted for the final years to 30 April 1975. The Vietnam Cross of Gallantry is the equivalent of the French Croix de Guerre.

The medal reflects the gratitude to the American and Allied soldiers who once worked and fought and sacrificed themselves for the freedom of the Republic of Vietnam. Acknowledgement of this award was published by Military Assistance Command, Vietnam DA GO, 8, 1974

Criteria:

a. All units (and their individual personnel) of all Allied countries subordinate to the United Nations Military Assistance Command - Vietnam (MACV) during the period 8 February 1962 and 30 April 1975 are recipients. This permits all recipients of the Vietnam Service Medal (all military personnel who served in the air, on the land in Vietnam or in Vietnamese Waters) who are authorized the Vietnam Service Medal to be authorized the RVN Gallantry Cross.

[Note: The four VCOG medal devices are: Palm Leaf, Bronze Star, Silver Star and Gold Star. When awarded/authorized on an individual basis the Gold device applies to individuals assigned to a Corps Level unit. The Bronze Star device applies to an individual assigned to a Brigade or Regiment Level unit. The Silver Star device applies to an individual assigned to a Division Level unit. And the Palm Device applies to individuals assigned to an Army Level or higher unit. Task Force Delta, a Regimental Formation was subordinate to MACV. ]
